A majority of commissioners at a City of North Lauderdale workshop on Jan. 28, 2025 discussed adopting a standardized agenda template and reached a nonbinding consensus to use a combined draft as the starting point.
The discussion centered on moving public comment to the start of meetings in accordance with the charter and the code of ordinances, clarifying the consent agenda process and showing sponsorship and staff recommendations on action items. “Public discussion has to be at the beginning of the meeting pursuant to call section 2 down 55,” the city’s senior attorney said during the workshop, referring to the charter and code language. Commissioners debated removing a prescribed meeting time from the charter language so the placement — not a specific clock time — governs where public comment appears on the agenda.
Commissioners raised formatting details they said would improve transparency, including listing who sponsored motions, showing the responsible staff member for each item, and tagging agenda items with the recommended strategic performance area (for example, financial stability or infrastructure). One commissioner urged that items appearing on consent be considered pre-reviewed and only pulled for discussion on request, which he said would shorten meetings and avoid repeating material already covered in the agenda review.
After comparing several city templates, commissioners agreed to consolidate examples. The vice mayor proposed a combined template; three commissioners signaled support and the group recorded a consensus to proceed with that version for further review. The city manager told the commission staff would circulate the proposed combined templates electronically before the next workshop so everyone could review them in advance.
Although commissioners expressed agreement in the workshop, no formal ordinance or resolution was introduced or voted on at the session. Staff said the documents would be sent to commissioners electronically “tomorrow or Thursday” and would be available for final consideration at the next scheduled meeting.
The workshop also included direction that agenda footers include a web link and page counts for published packet materials and that public notices be published in English, Spanish and Haitian Creole, to improve resident access to meeting documents.
The format discussion concluded with the commission scheduling follow-up review of the circulated templates at the next workshop session.
