Levee project update: Army Corps work near grade, Marysville gauge active; emergency response plans in place

Commissioners were told the Corps and local partners have an emergency action plan that includes materials stockpiled to shore up small cuts if the river rises quickly. Staff said monitoring of the Marysville gauge continues; the Yuba City gauge stopped operating in January 2024 and a new upstream gauge at the Yuba City water intake structure is in service.
Staff described ongoing construction sequencing: some sections are at grade and may be two months from final grading work, subject to weather and contractor scheduling. One speaker said that if contractors need to restore the D grade, that work could be about two months away and that winter work schedules and north winds could delay short tasks by several weeks.
Commissioners and staff discussed a specific repair detail: where timber elements in steps or access areas were previously used, the contractors will replace with materials that meet current compliance requirements; staff and Corps representatives have raised the need to replace noncompliant wooden elements with concrete or other compliant materials.
Staff proposed to follow up with a short written summary from Tom (Corps contact) to the commission so members can track schedule and remaining work items. Commissioners asked staff to request that summary and to notify the commission when the final grading and associated steps work will be completed.
