Carson City CTA approves $729,756 augmentation to FY2025 budget

The Carson City Culture and Tourism Authority Board of Directors voted unanimously to augment its fiscal year 2025 budget by $729,756 during a meeting at the Carson City Community Center.
The augmentation reflects higher-than-expected revenue and unspent funds moved into the current year, CTA staff said. "We came in with more revenue than we had figured we would for fiscal 25," CTA staff member Chris Kipp told the board, noting an additional $179,959 in room tax receipts and $65,000 in revenue from a cultural corridor grant.
Kipp said other revenue increases included investment income the city credited to the CTA account. On the expenditure side, he described a mix of savings and carryovers: an approximately $26,000 reduction in personnel costs tied to an employee retirement and leave payouts; about $28,000 in rent savings; and roughly $250,000 in savings in the culture and recreation budget largely tied to unspent 3D grants ("about 120 ks that we haven't spent that we'll be spending next year," Kipp said). Kipp also summarized the capital projects funds, saying those accounts showed additional room-tax revenue and interest income but no change to bond payments, which are fixed.
Board member Stacy Giaomi asked whether the cultural corridor funds were earning interest. "On the cultural corridor, is that in an interest bearing account? Are we getting any interest off of the expended funds there?" she asked. Kipp replied that the grant funds are held in the city's account along with other CTA funds and are part of the same revenue fund, so interest is earned at the fund level.
Earlier in the meeting, the board approved minutes from the May 19, 2025 CTA fiscal year 26 budget hearing and organizational meeting and accepted the consent agenda (items 6, 7 and 8). Both motions were made by Board member Stacy Giaomi and carried without opposition. There were no public comments during the meeting, and non-action items were not taken up due to technical difficulties. The board adjourned shortly after the budget augmentation vote.
