Angola Board approves swap of stormwater easements at 400 Terrace Boulevard

The Angola City Board of Public Works and Safety on Dec. 2 voted to dissolve Storm Easement Number 2 at 400 Terrace Boulevard and to approve a replacement easement, board members said during a brief meeting.
The change stems from a historical shift in stormwater infrastructure and building location on the site of the Paris Place Apartments. Ken Wilson, the property owner identified in the meeting, told the board that storm structures originally tied to an earlier layout conflicted with the current building plan and that staff and the owner “agreed that we would vacate the 1 and do with the other 1” so street stormwater could route to the active detention system.
Board members completed roll call at the meeting and approved the Nov. 4 minutes before taking up the easement items. The board first moved to dissolve the identified easement for 400 Terrace Boulevard and then separately approved the new easement location that the staff report and agenda attachments describe as the site of the existing storm structures. Both motions were seconded and carried by voice vote.
Ken Wilson told the board the conflict dated back to the original project layout; he referenced earlier plans and said the newer design required relocating the easement. Board members did not request further study or additional conditions during the recorded discussion.
Department heads reported no items, and the board adjourned after noting the next meeting date as Monday, Jan. 6, 2025.
