The Angola Planning Commission on Dec. 9 conditionally approved a development plan for Vestal Manufacturing to expand Plant 3 at 351 Pokagon Trail with an addition totaling approximately 114,000 square feet.
Brad (city planner) presented the proposal, saying the 6.99-acre industrial parcel currently contains several structures including a roughly 78,000-square-foot manufacturing building and smaller primary structures. The proposed west-side addition would provide approximately 4,000 square feet of manufacturing area and 74,000 square feet of warehouse area (transcript described overall expansion of roughly 114,000 square feet), additional parking for 24 vehicles, restroom and break-room facilities, and a reinforced concrete loading-dock area with five large overhead doors.
Logan Kossman, the general-contractor representative for Wagner and Associates, said the team hopes to start construction "hopefully tomorrow" if approvals and submittals were complete, and estimated construction would be about 12 months depending on conditions. Kossman said they had submitted erosion and sediment control plans and were coordinating utility and site details with staff.
Brad noted staff's recommendation for conditional approval, citing consistency with the city comprehensive plan (encouraging redevelopment of underutilized lots and infill commercial/industrial growth) and that the plan meets Division 2 and Division 6 development standards once routing and plan-review comments are addressed.
A motion to approve the development plan with the condition that all plan-review and routing comments be adequately addressed passed; the transcript records an affirmative vote but does not give a roll-call tally.
Next steps include the applicant resolving outstanding routing and plan-review comments, coordination on erosion and sediment control with IDEM (as noted in the staff report), and applying for building permits to begin construction.
