The Angola Planning Commission on Dec. 9 approved a conditional development plan allowing Best Deal Auto (Best Deal Properties LLC) to add a 4,992-square-foot service-bay addition at 3095 North Wayne Street.
Staff recommended conditional approval, saying the proposed work is consistent with the city comprehensive plan and the city's Unified Development Ordinance (Title 18). The plan approval is contingent on resolving remaining plan-review and routing comments, including final placement and height verification of proposed fencing and tree plantings.
Brad (city planner) summarized the proposal during the meeting, describing a 7.53-acre parcel that now includes a 6,108-square-foot sales and detail center and a 4,000-square-foot repair garage. The proposed western-side addition would add six service bays, maintain 16-foot exterior wall height, and raise the roofline about 25 feet due to roof pitch and building width. Brad said the addition would be constructed over existing impervious parking area, so lot coverage would remain unchanged.
Jeff Comfort, of SRKM Architecture, representing the project design team, told the commission he believed "all of the conditions have been met," and that he would help ensure any outstanding items were satisfied. Travis Baldwin, representing Best Deal Auto, was present alongside the design team and confirmed the company expects to add employees as a future goal but that staffing was not part of the planning review.
Commissioners asked clarifying questions about outstanding conditions; Brad said those were largely plan-review details (fence height and tree placements) that staff and the applicant would finalize. One commissioner moved to approve the development plan "pending all everything, all the details are satisfied," and the commission voted in favor. The transcript does not record a roll-call tally.
The commission's finding-of-fact statements, as read on the record, concluded the development plan is consistent with the comprehensive plan, meets applicable zoning and development standards in Division 2 and Division 6 of Title 18, and satisfies the City of Angola construction standards once plan-review and routing comments are addressed.
Looking ahead, the applicant will need to resolve the outstanding plan-review comments with staff and obtain the required building and site permits before construction.
