The rezoning request concerns a property the council identified in its discussion as owned by the late Jerry Rodman. Council members voted in favor of amending the city—s zoning map to permit use consistent with the family—s prior hobby-farm activities. A family member who spoke in support told the council, "It's what my dad would have wanted," and noted that a future buyer could keep horses or similar animals if the zoning change is approved.

Jeff (city staff) told the council the property could be used for municipal storage (mowers, small equipment and similar items) and would provide a buffer to prevent residential development immediately adjacent to the plant. The resolution authorizing the mayor to pursue purchase was read by title as Resolution No. 2025886; the resolution directs the city to obtain two appraisals and authorizes the mayor to offer up to the average of the two appraisals.
The council approved accounts-payable vouchers numbered 72,361 through 72,579 totaling $1,684,268.40, which the clerk-treasurer noted includes interfund transfers totaling $442,824.56. Council members then approved task order No. 24202403 with Commonwealth Engineering Inc. for $25,000 to assist with the city—s MPDES permit renewal and chloride-variance renewal. Jeff explained that the MPDES renewal process can take about six months and that regulators (IDEM and EPA) have requested additional chloride sampling; the city currently samples only at Pleasant Lake and needs additional sampling locations nearer the plant.
