Oxnard City Council certifies Nov. 5 election results and administers oaths to newly elected officials

The council voted 7-0 to adopt the resolution and authorize the clerk to proceed, with a motion by Mayor Pro Tem Brian McDonald and a second from Council member Bert Perillo. The action instructed staff to finalize the canvass paperwork and allow the clerk and judicial officer to administer oaths to officials certified as elected.
The certification and oath sequence followed public comment, during which several speakers congratulated outgoing members and welcomed newly elected officials. Resident Edward Sierra told the council, “to those, outgoing, members, of the city council, thank you for your service.”
After a short recess, Judge Covarrubias administered the oath to the incoming city clerk, Lully Lopez. The meeting record shows the clerk then swore in the incoming mayor, Luis McArthur, followed by council members Mikayla Perez, Gabriela Rodriguez and Aaron Starr and City Treasurer Philip Molina. Each took the standard oath to support the U.S. and California constitutions before assuming office.
City staff managed the logistical elements of the ceremony: the council recessed briefly to assemble the newly elected officials behind the dais, then reconvened to complete the oath process. The council did not take additional legislative action tied to the certification beyond adopting the resolution and conducting the oath administrations.
The certification is a procedural step required after a municipal election to confirm vote totals and permit elected candidates to assume office. Council members and staff said they would proceed with routine transition activities and committee assignments at subsequent meetings.
Members of the public and several speakers used the occasion to urge cooperation and to outline community priorities for the new council; speakers’ remarks were delivered during the public comment period before the oath ceremony. The council recessed following the oaths for a brief reception and returned to complete remaining agenda items.
