Fresno planning commission approves 90-unit multifamily project at East Copper and North Portofino

The Fresno City Planning Commission voted to adopt the environmental assessment and approve Conditional Use Permit P24-02448 for a 90-unit multifamily development on approximately 7.57 acres at the northwest corner of East Copper and North Portofino.
The project, presented to the commission by Juan Lara of the Planning and Development Department, would place 90 dwelling units in 15 two-story buildings, yielding a density of about 11.88 dwelling units per acre. The site is zoned RS5 with a planned land use of residential medium density; staff said multifamily development is permitted in RS5 subject to a conditional use permit. Staff recommended the commission approve the CUP and adopt the related environmental finding. The council district 6 project review committee also recommended approval.
The applicant’s representative, Brenda, speaking for Granville Homes, told the commission that because the project is not yet built the developer has no final pricing, but estimated that, if built on current market assumptions, pricing would be “roughly between the mid $2,000s” and confirmed the project is expected to be market-rate. Brenda said a community meeting was held in 2023 (virtual) and that roughly three community members attended; she referred commissioners to Exhibit G for the record of outreach and comments.
No members of the public spoke in support or opposition during the hearing; the chair closed public comment and the commission discussed the project briefly. Commissioner Diaz moved to adopt the environmental assessment and approve the conditional use permit; Commissioner Shugo seconded. The motion carried and the commission approved the environmental finding and the CUP.
Project details provided to the commission indicate the project meets the development standards for the applicable zone district and that required public notice (1,000 feet) was mailed; staff reported receiving no written comments in response to the mailed hearing notice. Elevation drawings and other exhibits were included in the staff packet for review.
The commission’s approval authorizes the project to proceed subject to any conditions of approval and permit requirements in the staff report and entitlement process. The applicant and staff indicated remaining procedural steps would follow the standard development-permit process.
Minutes note the commission’s action was recorded after the public hearing and a motion and second were announced; the chair called the question and the motion passed.
