Council approves consent agenda including playground replacement contract and financial corrective action update

On the playground project, the council authorized the mayor to sign a construction agreement with James Brothers Construction for a base contract of $169,219.30, with a project contingency of $16,922 and a project-management allocation of $16,922, for a total projects funds authorization of $203,063.30. Public works staff described the award as a playground replacement project; the contract calls for a 90 working-day construction period once the contractor provides a schedule and materials are available. Director of Public Works Michael Wolf said some projects include ADA improvements and fall-protection surfacing depending on site needs, while this Carty Park project is scoped as a replacement per the staff report.
On finance, staff gave a status report on the FCAP that originated from a series of audit findings beginning in fiscal 2013-14. The city reported continued progress and said there is one remaining corrective-action item related to cybersecurity and sensitive information handling. City staff said the remaining finding is treated as a sensitive matter and council is briefed on progress in closed session when appropriate. The finance director and internal-controls manager walked council through the history and noted no new audit findings in the most recent audits.
The consent calendar motion was moved by Councilwoman Victoria Rodriguez and seconded by Councilmember Mikayla Perez; the clerk recorded unanimous approval (7-0). The council asked staff to provide public notices and schedules to neighborhood councils and residents in advance of construction start dates when contractor timelines are available.
