The Milpitas City Council voted unanimously to adopt a resolution (item C6) delegating authority to the city manager, or designee, to approve and execute project-related documents and urgent administrative items during the council’s winter recess (between Dec. 10, 2024, and the next regular meeting on Jan. 7, 2025).
Council member Fan moved to approve the resolution; Council member Barbara Dio seconded the motion. City staff and the city manager said the delegation is a precautionary measure to allow the city to act in “extreme emergency” situations, such as a natural disaster, when the council cannot be convened quickly.
City staff emphasized the delegation is not intended for routine administrative or contractual matters. The city manager said any actions taken under the delegation would be reported to the council at the first meeting in January and that staff would notify council members by email in the event the delegation is used.
After discussion on the scope of the delegation and assurances that it would be used only in unanticipated emergencies, the council voted 5–0 to adopt the resolution.
