Bannock County commissioners approved a contract allowing community organizers to rent county bleachers for the Fire and Ice weekend, with the condition that the renter provide a $1,000,000 combined single limit liability policy naming the county as additional insured.
The matter mattered because organizers said they are staging an outdoor concert and expanded fire-dancer performances Saturday night and needed additional seating after last year's event drew crowds that could not see the show. Tyson Coster, representing the Loblaw Springs Chamber of Commerce, said the fire-dancer show “was so big that we had people walking out because they couldn't see.” Scott Carler, identified in the meeting as event director and business manager, said the group requested a “rent 1, get 3” bleacher arrangement and that volunteers would handle transport and setup on their own time and expense.
Commissioners discussed language in the county's standard fairgrounds contract that requires a certificate of insurance naming Bannock County as an additional insured. County staff confirmed the contract already contains a line for the applicant to furnish a certificate of insurance but that the amount field had been left blank; the board directed that the amount be filled in at $1,000,000. Commissioners also agreed the existing contract language could be updated to match other event contracts used by the county.
Tyson Coster said organizers will cover fuel, labor and equipment for moving the bleachers and will sign a volunteer waiver and release of liability. The board agreed to the fee reduction for the event and instructed staff to ensure invoicing reflects the reduced amount.
A motion to approve the contract with the insurance amount specified carried by voice vote. The motion was presented during the regular meeting and commissioners indicated the contract could be ratified with the specified insurance amount prior to the event.
