Superintendent Sherry Richards and cabinet staff reviewed the district’s communication protocols, explaining the document was revised in 2021 and condensed this year to make procedures clearer for both board members and administration.
“Board members will adhere to board policy KE and KEB and refer any concerns to the superintendent,” Richards said while outlining how the district distributes weekly status updates and when items should be advanced to the full board.
Why it matters: The protocols govern how board members request information, how the superintendent shares status reports, and when an individual board member’s request should escalate to a board-level decision — a distinction the board said could affect staff workload and transparency.
Board members asked how to handle requests that require large amounts of staff time. Cabinet staff said the adopted protocols call for staff to inform the board when a request will require significant man-hours; in those cases, the board can decide whether to proceed. Several board members expressed concern that requiring a board vote to authorize staff work could delay access to information that individual members consider important.
The protocol also addresses confidentiality flags on emails, consistent distribution of legal advice and how consent-agenda items may be pulled for discussion. Richards said the district posts questions-and-answers and status updates prior to meetings so all board members receive the same information.
Outcome and next steps: Cabinet agreed to bring revised policy language and sample policies from other districts for board review. President Amanda Wade said the board will keep current interim practices in place while staff prepares explicit options. The board also asked administration to provide a quarterly update on the district’s strategic plan at a future meeting.
No formal policy changes were adopted at the session; the board and administration agreed to return with clearer language on proxies, request-to-speak forms and the process for handling high-effort information requests.
