Chester council approves land development for new public works facility on West Second

The Chester City Council voted Jan. 22 to grant preliminary and/or final land development approval for a new public works facility at West Second Street and Penhall Street.
The approved plan, prepared by Colliers Engineering and Design, calls for a 13,228-square-foot garage and office, a 4,500-square-foot salt shed and a 4,800-square-foot covered maintenance facility, plus associated site improvements.
The resolution tied the approval to outstanding review comments from the planning and zoning department (review letter dated Jan. 3, 2025), the Fire Marshal's Office (memo dated Jan. 7, 2025) and the Chester Shade Tree Commission (memo dated Jan. 8, 2025). Councilors moved and seconded the measure and the council voted yes without recorded opposition.
Mayor Ruth described the facility as a high-profile upgrade that will be “front facing on 291,” and said construction is anticipated to finish by December 2026. "This is gonna be putting the city to work, and you're gonna see the best of city government from practically every department," the mayor said.
Council members and staff said the facility is designed to improve storage and maintenance of equipment, provide indoor space for vehicles that currently lack cover and include a salt shed to support winter operations.
The council record shows the approval is conditioned on addressing the remaining engineering and departmental comments before final permitting.
