Encinitas zoning administrator defers decision on Central Montessori expansion pending parking clarification

The City of Encinitas Zoning Administrator on Dec. 3 deferred a decision on a proposed expansion of Central Montessori School at 286 North El Camino Real, directing staff to clarify parking requirements before issuing a final determination.
Assistant Planner Felipe Morphine Martinez told the special zoning administrative hearing that the applicant seeks a minor use permit modification (case MULTI-006573-2023) to expand the existing day care into two adjacent suites. The expansion would increase the facility to 7,066 square feet and allow a maximum enrollment of 177 children ages 18 months to 6 years. The project scope includes interior improvements, replacement of a rear entry gate and restriping the rear parking lot to create a designated drop-off area. Staff recommended approval at the hearing.
Martinez said the project was determined to be exempt from environmental review under the California Environmental Quality Act guidelines section 15301 and 15303. He also said the proposal is consistent with the general plan, the local coastal program and Encinitas Municipal Code standards for the general commercial zone. He noted a citizen participation meeting was held Dec. 19, 2023 with zero members of the public in attendance; a notice for the Dec. 3 hearing was mailed Nov. 21, 2024.
Zoning Administrator Katie Ennis indicated she had questions about parking requirements in the draft notice of decision. "I'd like to direct staff, Felipe, to please work with me as zoning administrator to answer some of those questions prior to us making a decision on the project," Ennis said. The hearing record shows the applicant was not present and there were no public speakers.
Because the zoning administrator requested follow-up on parking before issuing a decision, no formal action was taken at the Dec. 3 hearing. The administrator adjourned the hearing at 5:05 p.m.
