Captain Shane Watts of the San Diego County Sheriff’s Department presented the department’s public safety report for Encinitas and described a shift toward more proactive, community-focused patrols that began when he took command in April.
Watts said the contract city staffing includes one captain, two lieutenants, 26 contract patrol positions, five contract traffic cars, four motors, six contract detectives, six sworn deputies assigned to community outreach (four on the homeless outreach team) and 3.5 contracted community service officers. He said the department more than doubled deputy-initiated activity after April, with field interviews up about 63% year to date.
