THECB compliance office reports findings at Odessa College, updates on Coastal Bend College reviews

Paul Mayer, director of compliance for the THECB internal‑audit and compliance division, briefed the Agency Operations Committee on Jan. 22 on state and federal compliance monitoring.
Mayer highlighted a state compliance review of the Texas Educational Opportunity Grant (TEOG) at Odessa College that found multiple observations related to residency documentation, minimum per‑semester credit hours, initial award maximum credit hours, existing bachelor’s‑degree status and maximum total semester credit hours. As a result of corrective-action planning and follow‑up, Odessa College refunded $36,659 to the coordinating board, Mayer said.
Mayer also updated the committee on additional monitoring at Coastal Bend College (CBC), which had been under extra review after a late FY23 audited financial report and findings. He said CBC submitted an FY24 audited financial report in December 2024 and has hired a permanent chief financial officer. THECB staff completed a formula‑funding review with no observations and Perkins reviews for FY22 and FY23 with no observations. A follow‑up visit in December reviewed inventory‑control recommendations and TEOG matching; staff noted some remaining documentation issues with inventory labels and locations and will follow up on the college’s new inventory system.
On federal compliance work, Mayer said staff are working toward completion of GEER subrecipient monitoring reviews and other federal subrecipient reviews included in the committee materials.
