The Transylvania County Board of Education held its organizational proceedings and swore in three newly elected members before electing leadership and introducing a new finance officer.
Christie Brown, Transylvania County Clerk of Superior Court, administered the oath of office to Ruth Harris, Greg Cochran and Ricky Lambert. Each answered “I do” after the oath pledging to support the constitutions of the United States and the state of North Carolina and to execute the duties of a member of the board of education for Transylvania County “according to the best of [their] skill and ability,” as read during the ceremony.
The oaths were followed by the board attorney opening nominations for officers. Heather Hunter, the board attorney, explained the voting process for the organizational meeting, saying, “When a candidate gets a majority of votes, 3 or more votes, that will end the voting.”
Greg Cochran nominated Tonya Dalton for chair. With no other nominations, the board closed nominations and voted; Dalton was declared elected chair. Later, Ricky Lambert nominated Greg Cochran for vice chair; with no further nominations the board closed nominations, voted and declared Cochran elected vice chair. The board attorney noted the process requirement that a candidate must receive a majority — defined at the meeting as three or more votes — to be elected. The transcript records the elections as carried and the chair and vice chair were declared in their offices; the meeting did not record an itemized roll-call tally for each member in the transcript.
Dr. Fletcher (name as spoken in the meeting) introduced Michelle Mullinax as the district's interim finance officer and said, “Yesterday was her first day as our new CFO here.” Mullinax stood to be recognized; no additional detail about her prior employment or contract terms was given on the record.
After the organizational business and introductions the board recessed for five minutes and noted that training would follow.
Votes and formal actions recorded on the agenda were limited to the officer elections; the administration of oaths is recorded as a ceremonial appointment. No policy changes or budgetary actions were taken during the portion of the meeting covered by this transcript.
