Staff said the EDDM is typically mailed near the end of the calendar year by the Kuna City Clerk's Office to every household within the city and is used to notify residents of public meetings and provide contact information for city and relevant external agencies. Staff referenced public-notice obligations found in Title 74 of Idaho Code as the statutory context for the mailer.
Under the adopted plan the arts and history center curator will issue a call for images, preferring submissions from Kuna residents but open to the general public. Staff will compile submissions and bring a recommended set of photographs to the Arts Commission at its Oct. 9, 2025 meeting; the commission will forward its selections to the mayor for final approval. Staff did not propose a budget for the contest.
Why it matters: the EDDM is a citywide public-notice tool; choosing local photography is intended to increase the aesthetic value of the mailer while satisfying notice requirements.
