Encinitas council approves modest CPI-based increases to Parks & Recreation fees

The Encinitas City Council unanimously adopted city resolutions June 24 to adjust parks, recreation and cultural-arts user fees, including special-event fees, by the Consumer Price Index (CPI) measure for the San Diego region. Staff presented the changes as routine annual adjustments to keep user fees aligned with operating costs.
The city’s fee-study consultant identified that many fees had gone long periods without updates; in 2023 the council adopted a policy to approve a single annual CPI-based adjustment in lieu of ad hoc increases. Staff said the CPI for the relevant period is 3.1 percent and recommended applying that increase to park and recreation fees and to special-event fees to maintain fiscal stewardship of parks, beaches and trails maintenance; facility upkeep; contractual services; and programming for seniors and youth.
Council members commended staff for keeping fee increases small and for striving to preserve affordability while maintaining service levels. With no public speakers on the item, council voted to approve the staff recommendations for both special-event fees and the remaining park-and-rec user fees; both motions carried unanimously.
