Hoke County Schools details capital projects, bus-garage planning and locker-room replacements; board approves Chromebook lease

Hoke County Schools staff on Dec. 10 updated the Hoke County Board of Education on fiscal-year 2025 capital projects, provided a detailed scope and cost range for West Oak Middle School locker-room replacements, discussed planning steps for a bus garage and secured board approval to finalize a Chromebook lease with American Capital.
In the capital-outlay update, staff said two carryover projects — a security camera upgrade at Hoke County High School and a technology refresh (Chromebooks) — are expected to be completed by spring 2025. Several other projects were reported as completed or on track: fence installations at West Oak Middle School and Hawkeye Elementary; an HVAC replacement at Oak Church Elementary; classroom door-lock upgrades at Rockfish Hope and Sandy Grove elementaries; canopy replacement and sewer connections scheduled for December; and multiple roof repairs and window reglazing planned for early 2025.
On transportation facilities, staff said the district has prototype plans for a bus garage developed about two years earlier and estimated then at about $12,000,000; they said the next step is to commission an architect for updated cost estimates and that the district may approach county commissioners for funding assistance.
West Oak Middle School locker rooms were presented in greater detail. Presenters said 12 existing doors and benches were removed for safety following flooring and humidity-related deterioration. Staff described three bench material options (resin, thermal plastic–coated steel and traditional hardwood) and provided an estimated bench cost range of $7,000 to $15,000 for all eight benches depending on material. The doors — described as metal replacement doors with closers and fire-rated features — were presented with a cost range; staff said vendor quotes for doors and full installation were pending and that the total estimated range for benches plus doors would be finalized once remaining vendor quotes were received. (The presenter emphasized estimates were ranges because some vendor quotes were not yet returned.)
On technology, the board reviewed lease documents for a Chromebook refresh using a lease-to-purchase structure with American Capital. Staff said such leases typically include a nominal buyout per device at term and that prior district refreshes used the same financing model. The board approved the American Capital Chromebook Leasing Agreement by voice vote; the meeting record shows a motion, a second and a voice vote in favor, with no roll-call tally recorded in the minutes packet.
Other maintenance items discussed as on-track for early 2025 included HVAC work, roof repairs at the transportation department and window reglazing at Oak Church Elementary. Staff said some installations and repairs would be scheduled during school breaks and over the Christmas period so work could proceed while students were not in session.
Board members asked clarifying questions about timing, the procurement path for locker-room work and whether the district would need to seek county funding for a bus garage. Staff said they will return with updated vendor quotes and architect estimates and noted planned recruitment of funding conversations with county commissioners in spring 2025.
