Pastor H. Williams, representing PNL Security Door Hardware and Install, LLC, asked the Anson County Board of Education to consider his company for a portion of the doors and hardware (Division 8 and Division 10) on the new middle school project and said he had not received follow-up from district officials about the district’s minority participation goal.
Williams identified his business as a 100% African American–owned firm with more than 50 years of carpentry and construction experience and said he submitted documentation and expects to be considered for work on the Lightner Construction project. He said he had spoken with Dr. Brian Ratcliffe and that the information had been sent to the board attorney, Michael Flankin, but that he had not yet received a callback or confirmation that the minority participation goal (noted in the transcript as "14328-2") had been applied.
Williams read a letter describing his company’s work history in nearby states and its OSHA compliance, and offered business cards to district representatives. The board did not take immediate action during the public-comment period; the superintendent indicated the administration would handle matters related to the middle school project and that public comments are generally not addressed immediately until staff investigation or legal review.
The transcript does not include a formal district response confirming whether or how the minority participation goal will be enforced for the project.
