Seaside council adopts zoning amendments to allow residential mixed-use in CMX and rezone 942 Hillby Avenue

The Seaside City Council unanimously adopted zoning ordinance changes on Dec. 19 to allow certain residential mixed-use projects as permitted uses in the Commercial Mixed Use (CMX) zoning district and to rezone 942 Hillby Avenue from Community Commercial to CMX.
Planning staff told the council the changes implement the city's recently certified housing element and ensure that identified sites can be developed "by right" for low-income housing. Staff recommended the council adopt Zoning Ordinance Amendment ZOA 24-02 and Zoning Map Amendment ZMA 24-02. The council handled the matter as a second reading and took a roll-call vote.
Staff said one of the goals is to change the CMX use table so that multifamily housing and mixed-use developments are permitted ministerially rather than requiring a discretionary review; the rezoning of 942 Hillby Avenue would make that site consistent with the General Plan, which already designates the property as mixed use. Planning staff told council that the ordinance amendment is not subject to the California Environmental Quality Act (CEQA) pursuant to Section 15061(b) and that the map amendment is exempt under CEQA Guidelines Section 15332 (infill development).
No members of the public spoke on the item during the meeting. After the second reading, a roll-call vote was recorded with each council member voting "aye" and the motion carried unanimously.
Council members said the changes are part of the city's work to meet housing-element obligations and streamline development of designated sites for low-income housing.
