Procedural record An initial motion to adopt the resolution failed on a 3-3 tie with one abstention and did not pass. A subsequent motion for reconsideration was seconded and carried on a 4-3 vote; the minutes record that Vice Mayor Fred Simon, Council Member Aguilar and another council member voted no on the reconsideration, producing a final 4-3 approval.
