Board members used part of the Dec. 10 work session to discuss development of a board handbook and operating norms and to clarify arrangements for meeting times and video streaming.
"We have been looking at goals and governing rules, that will become our norms," Superintendent Dom Capel said, noting the board intends a visible handbook or playbook that will be posted on the district website and used when new members join. Capel said the district has scheduled a follow‑up meeting with ESC consultant Russ Bennett in January to review goals and operating rules.
Board members also discussed scheduling for executive sessions and business meetings and whether to conduct certain governance items at the work session or at the regular business meeting. Several members asked about consistency in posting materials and minutes; a board discussion noted the public video stream for work sessions is provided as a courtesy to the community rather than a legal requirement.
"It is not a requirement for us to air our board meetings. We do it as a courtesy to our community," a board member said during the conversation about streaming and video. The board agreed to finalize several governance items at the next scheduled meetings and to work on dates for the Russ Bennett follow‑up.
