South River board reviews Student Safety Data System report; presenter lists HIB trainings and programs
Summary

At the Dec. 16 South River Board of Education meeting Superintendent Dr. Zircher introduced a Student Safety Data System report for report period 2 (Jan. 1–June 30, 2024), and district staff summarized Harassment, Intimidation and Bullying (HIB) counts, trainings and prevention programs across the district.
Mr. Crouch, who presented the report, said, “in reporting period 2 across the district, we had 3 HIB trainings and we had 9 HIB programs.” He gave a per-school breakdown as part of the presentation.
According to the presentation: the primary school had 0 HIB incidents reported during the period, no removals and no alleged HIBs, with 2 trainings and 4 programs reported. For the elementary school the presenter gave counts that included 14 incidents and 14 alleged HIBs and referenced removals; the transcript of the presentation contains phrasing that makes the exact number of removals and some intermediate counts unclear. The middle school was reported to have 3 incidents and activity leading to 5 removals, with 1 training and 1 program. The high school was reported to have 7 incidents, 12 occurrences leading to removal, 1 alleged HIB, no trainings and 2 programs. All numbers are reported by district staff as part of the Student Safety Data System summary for that reporting period.
The presenter described ongoing and planned supports districtwide, including monthly social-emotional learning (SEL) supports delivered in each building, SEL K–12 building initiatives, assemblies (including a recent “Go Green, Bully Free USA” event), restorative community service programming, a therapy-dog program, and outside partners the district named during the presentation: Effective School Solutions, RUBHC, CareSolace and a vendor referred to in the transcript as “Hipster” for managing HIB data.
Dr. Zircher emphasized that the presentation covered report period 2 from the prior school year. No formal board vote was recorded on the HIB report during the meeting; the report was delivered during the superintendent’s monthly update and accepted as informational.
District staff invited board members and the public to follow up with questions, and Dr. Zircher closed the report portion of the meeting before committee updates began.
