Policy committee proposes driver education video for illegal bus-pass violators; governance agenda set

At its Dec. 9 policy and governance committee report to the Mount Olive Township School District Board of Education, committee chair Miss Melendez said the committee concluded monetary penalties alone have not sufficiently reduced illegal bus-passing and proposed an educational requirement for violators.
The committee reported that drivers who illegally pass stopped buses will be required to watch a bus-safety video and pass an assessment to demonstrate understanding of school-bus safety rules in addition to any fines. The proposal would add an educational, compliance-focused component to enforcement; no vote to adopt that change was taken at the full board meeting.
Melendez told the board the committee also is developing several governance initiatives: formal board retreats, a new board welcome packet, and a comprehensive governance packet covering committee meeting procedures and multi-year board goals. The committee said it will craft a multi-year plan to formalize governance structures and board orientation materials.
The committee reviewed several policies and regulations for possible update, including electronic communication and recording devices (policy ECRD, policy number cited in the meeting as 5516), the concussion and head-injury policy (policy 2431.4) and the administration-of-medication policy (policy 5330). Committee members noted the state had released updated motor (transportation) policy guidance and that the district's 5330 policy had been updated in 2020 and currently remains compliant with the new guidance; staff will continue to review whether further edits are required.
Policy members also reported plans to host district policies and regulations on an online portal to improve public search and currency of documents.
No formal policy adoptions were approved at the meeting; the board received the committee report and set the agenda for follow-up work and drafts to be introduced to committee and, eventually, to the board for action.
