Council approves airport rental car leases, grants Liberty University street-light license; routine consent agenda adopted

The Lynchburg City Council on Dec. 10 approved several routine business items in short votes after brief staff presentations.
Airport rental car leases: Acting Airport Director Cedric Simon asked council to authorize concession and lease agreements with Avis Rent A Car System, Budget Rent A Car System, Enterprise Leasing Corporation and The Hertz Corporation following a July 2024 request for proposals. Council adopted the resolution authorizing the rental-car concession and lease agreements; the roll-call vote was recorded as 5–1 in favor. The agreements would take effect Jan. 1, 2025, and cover counter, office and ready-lot spaces at Lynchburg Regional Airport.
Liberty University street-light license: Staff presented a resolution authorizing a nonexclusive license for Liberty University, Inc. to install, maintain and operate decorative street lights and related equipment in the public right-of-way along Liberty Mountain Drive, near the Roanoke Pratt parking deck. City staff said the lights would be paid for and maintained by Liberty University at no cost to the city. Council adopted the resolution by roll call; the vote was recorded as 6–0.
Consent Agenda: The council approved the Consent Agenda, a set of routine items, by a roll-call vote recorded as 6–0.
Each approved action was taken after the public hearing for the item was closed or after a brief business briefing. There were no recorded public oppositions during those public hearings and staff recommended approval.
