Lynchburg staff schedule Feb. 25 public hearing on 2025–2029 CDBG/HOME goals and FY2026 action plan

Community Development staff told the Lynchburg City Council on Jan. 28 that the city will open a 15-day public comment period beginning Feb. 7 and will hold a public hearing on Feb. 25 to review and adopt proposed housing and non-housing goals for the 2025–2029 consolidated plan and the fiscal year 2026 annual action plan for the Community Development Block Grant (CDBG) and HOME programs.
“On February 25th, city council will be conducting a public hearing to review and adopt the housing and non housing goals for the 2025 through 2029 five-year consolidated plan and the fiscal year 2026 annual action plan within the Community Development Block Grant and HOME program,” said Milva Walker, Community Development staff (as identified in the transcript). Walker said the city’s Citizen Participation Plan requires a public hearing and that staff held public workshops and a Community Development Advisory Committee (CDAC) meeting to collect input.
Walker said staff initiated outreach last week with public workshops and focus groups, and the Community Development Advisory Committee also met to hear public recommendations. The Jan. 28 briefing to council was informational and designed to notify the council of the public-comment timeline and the Feb. 25 hearing agenda.
Council members who spoke after the briefing thanked staff for outreach work and urged residents to participate in the workshops and the upcoming hearing. No vote or formal adoption occurred at the Jan. 28 work session; action on the goals and FY2026 plan will occur at the Feb. 25 public hearing after the public-comment period.
