Council approves $105,100 budget amendment to join county auto-theft task force

Flint — The Special Affairs Committee voted to send Resolution 250026T to the full City Council to amend the fiscal year 2025 budget by $105,100 to participate in the Genesee Auto Theft Investigative Network (GAIN).
The grant covers 60% of the wages and benefits for a Flint officer assigned to the multi-agency auto-theft task force; the city will pay the remaining 40% from the general fund, Chief Green said during the meeting. “This is a grant that pays 60% of Flint City officers' wages and benefits to be part of [GAIN],” Chief Green said.
The nut of the program is operational: GAIN investigators — composed of officers from multiple agencies — handle investigations of stolen vehicles, parts and accessories (with particular emphasis on catalytic-converter thefts), Chief Green said. Council members asked whether officers assigned to GAIN remain bound by Flint Police policies; the chief confirmed they do.
Councilman Pfeiffer asked whether the city match comes from the police fund or other reimbursable sources; Chief Green said the match will come from the city’s general fund and reiterated that the grant covers 60% while the city is responsible for the other 40%. The chief also clarified the position funded is for one officer, not a sergeant.
The committee voted to send the resolution to full council by roll call: Miss Lewis, Miss Priestley, Miss Winfrey Carter, Miss Burns, Miss Mishad, Mister Pfeiffer and Mister Jarrett voted yes; the motion passed 7–0 and the item will move to council for final action.
The resolution’s passage to council begins a separate approval process there; the committee record shows council members requested no changes before sending the item forward. The item was introduced on the agenda as a budget amendment and the committee’s roll call and discussion are recorded in the meeting minutes.
Council members and staff said the GAIN arrangement has operated in Genesee County for decades and that Flint officers assigned to it will continue to follow city policies while working alongside county investigators.
A spokeswoman for the committee said the full council will consider formal adoption of the budget amendment at its next scheduled council meeting.
