Planning Department staff described the property as 2.3 acres with wooded areas and outdoor play space; a pond on the site has been fenced to meet safety requirements. Staff and the Planning Commission judged the proposal consistent with conditional use criteria for residential properties where 1–6 children are permitted by right and 7–12 require review.
Owner Danielle Iabrady told council she has operated an in‑home day care for 15 years, five of them in Rochester Hills, and said she does not intend to enroll the maximum of 12 children immediately. "I'm just really trying to accommodate a pregnant parent that I have, and then maybe take one off my wait list," Iabrady said.
Councilmember Neubauer moved approval; Councilmember Moreland seconded. President Diehl read the resolution into the record, citing documents received by the Planning Department on Dec. 12, 2024, and the packet’s six findings and three conditions. The motion passed unanimously.
Planning staff noted the city’s conditional‑use review is intended to evaluate site‑specific factors — including infrastructure and neighborhood harmony — before allowing expanded residential day care operations. One written public comment submitted in advance, read into the record by staff, expressed support for the applicants and said their operation had not disrupted neighborhood life.
The council’s approval authorizes the applicants to operate under the conditions listed in the Planning Department packet; staff will monitor compliance through the city’s standard enforcement and inspection processes.
