Quincy licensing board approves 2025 on‑premise licenses, OKs New Year’s Eve hour extension

The City of Quincy Board of Licensing Commissioners on Dec. 17 approved the city’s annual Section 12 and Section 15 license renewals for 2025, adopted next year’s licensing hearing dates and voted to allow on‑premise establishments to remain open until 2 a.m. on New Year’s Eve.
The approvals affect the board’s roster of on‑premise alcohol licensees for 2025. The board noted two businesses — Lapa Loma on Newport Ave and Grama Chow on Bale Street — will not seek renewal for 2025; both were reported closed during 2024. The board also approved a schedule of licensing hearing dates for 2025 that had been circulated to members in advance.
During the meeting the board issued an annual reminder to licensees about the state’s happy hour regulations; staff said those guidance materials are emailed to on‑premise licensees and posted on the city website. The board then voted to extend hours of operation for on‑premise licensees on New Year’s Eve, allowing service to continue from 1 a.m. until 2 a.m. on Jan. 1, 2025. Under the extension, no alcohol may be served after 2 a.m., last call will be at 1:30 a.m., and all customers must be off the premises by 2:30 a.m.
The board also moved to accept and waive the reading of the minutes from its Nov. 26 hearing. Members set the next licensing hearing for Jan. 14 and then adjourned.
The actions taken were procedural and administrative: renewals and calendar approvals, a regulatory reminder, and a time‑limited extension for New Year’s Eve service. No contested license hearings or contested license transfers were on the agenda at this meeting.
