Planning Board transmits subdivision comments for Eastern Nazarene College, endorses open‑space plan and endorses two A&R plans

The Quincy Planning Board used the Dec. 18 business meeting to transmit departmental comments on a preliminary subdivision plan from Eastern Nazarene College, endorse the city’s revised Open Space and Recreation Plan for the 2025–2032 cycle, and sign off on two administrative A & R plans.
Planning staff told the board that Eastern Nazarene College filed a preliminary subdivision plan on Oct. 31, 2024 proposing a new full thoroughfare with 23 single‑family lots, a cul‑de‑sac with 7 single‑family lots and a second cul‑de‑sac with 2 multi‑family lots. Because the submission is preliminary, staff recommended conveying engineering and health department comments back to the college so the applicant can address items before filing a definitive plan. The board voted to endorse the department’s draft communication, which lists technical items for the applicant such as adding flood‑zone lines and contours, providing roadway profiles and cross sections, identifying whether new ways will be public or private, supplying sanitary and stormwater installation details for inspection, adding monumentation, and furnishing rodent, dust and asbestos control plans required by the Health Department. The applicant will have up to seven months to submit a definitive plan.
The board also endorsed the city’s updated Open Space and Recreation Plan for a new seven‑year cycle (2025–2032). Planning staff explained the state recommended a fresh seven‑year plan rather than an extension; staff incorporated state recommendations and resubmitted the updated plan for endorsement and resubmission to the Commonwealth’s Department of Natural Resources. The board voted unanimously to transmit the adopted plan for state review.
Finally, the board endorsed two A & R plans for endorsement (Eastern Nazarene College 2024 A&R 13 and an A&R plan for 37R86 Parking Way, 2024 A&R 14) and authorized staff to sign the administrative documents.
All votes on these business items were unanimous. Planning staff said the draft subdivision comments would be sent to the college and that the college will next decide whether and when to file a definitive subdivision plan for full review by the board.
