The Pleasant Grove Planning Commission on Dec. 12 forwarded recommendations and approvals for three subdivision plats across the city and approved routine meeting business.
Jacob Hawkins of the planning department summarized three separate preliminary subdivision proposals and confirmed each meets current zoning and staff requirements pending standard engineering, fire and planning checks.
Valley Grove Business Park plat Q: Marty Beaumont, representing St. John’s Properties, asked that the commission consider a two‑lot/one‑parcel commercial subdivision in the Valley Grove Mixed Use Overlay and Grove Interchange Subdistrict, covering about 19.16 acres near 1234 and 1312 South Valley Grove Way. Hawkins said the Grove zone has no minimum lot size or width requirements; required setbacks are 10 feet along local roads and 20 feet along arterials. Marty Beaumont noted site access will be handled at the site‑plan stage and the relocation of a property line addressed a storm‑drain conflict. Commissioner Nelson moved to forward a positive recommendation; Commissioner Martineau seconded. The motion passed.
Loxley Raizon Ranch Plat A (residential flag lot): Hawkins presented a residential one‑lot subdivision at 543 North 1380 East. The parcel is a flag lot served by an existing cul‑de‑sac and carries split zoning (RR112 and R120); the applicant intends to apply for a rezone later. Hawkins said the proposed lot (1.54 acres) meets flag‑lot requirements under current and proposed zoning and staff recommended approval. Commissioner Butler moved to approve the preliminary plat and Commissioner Redding seconded; the motion passed.
Carroll's Countryside Plat C: Harley Construction asked to create 12 lots and two parcels on approximately 12.63 acres at about 23100 North 100 East in the rural residential zone. Hawkins reviewed lot sizes and widths (minimum half‑acre lots, minimum 110‑foot lot width) and explained the southern parcel will provide emergency access until full road construction occurs; utilities will be installed from the south and paving provided as parcels develop. Brian Bals, counsel for Harley Construction, said the current plat reduces one previously proposed lot and the cul‑de‑sac approach produced a safer layout than earlier connections to North Canyon Road. Commissioner Redding moved approval with the condition that an application for a vicinity plan amendment be provided prior to final plat approval; Commissioner Butler seconded. The motion passed.
Procedural items: The commission approved the meeting agenda and staff reports at the start of the meeting, and approved the Nov. 21, 2024 minutes later in the session. Each of the plats was recommended or approved subject to standard final planning, engineering and fire department requirements.
