Pleasant Grove council approves county homeless aid agreement, school‑district sale consent and park‑edge land purchase

Pleasant Grove City Council on Tuesday approved three separate action items: an interlocal cooperative agreement with Utah County to support the county's winter homeless response plan; consent to the Alpine School District's sale of a career‑education home; and the purchase of 2.666 acres from the Trust for Public Land adjacent to Kiwanis Park.

Interlocal agreement: The council approved Resolution 2025-02 authorizing the mayor to sign an interlocal cooperative agreement with Utah County to help fund the county's 2024–2025 winter response plan. Administrator Darrington told the council the funds would be allocated by a county‑led group (referred to as the Utah Housing Coalition in meeting discussion) that distributes money to support warming shelters and other winter services; examples cited by staff included a building converted to a warming hut and church facilities opened on certain nights.

Council members requested greater accountability and an informational presentation from the county or coalition. Darrington agreed to invite the county/coalition to a future work session to explain how funds would be spent. The motion to approve was moved by Council member Anderson and seconded by Council member Jensen. Roll call votes recorded Todd Williams, Steve Rogers, Sid Lisonbee, Eric Jensen and Diana Anderson voting yes; the resolution passed.

Alpine School District consent: The council approved Resolution 2025-03 consenting to the sale of a home built through Alpine School District's career and technical education program at 765 South 800 West in Orem. City Attorney Peterson said state law requires the district to obtain permission from cities in which the asset is located before divestiture. The attorney advised that the sale will not affect district operations through June 30, 2027. Council member Anderson moved the consent; Council member Lamone seconded and the council approved the resolution by roll call.

Purchase from Trust for Public Land: The council approved Resolution 2025-04 authorizing the city to buy 2.666 acres from the Trust for Public Land to secure an inholding near Kiwanis Park. The property appraisal came in at $210,000. Council previously approved a budget amendment to cover a remaining $130,000 after using previously set‑aside funds. The parcel includes a portion of the Kiwanis Park parking area the city already uses; staff said the acquisition will allow the city to formalize public parking and explore future improvements, including an asphalt parking lot. Council moved and approved the resolution by roll call; the vote was unanimous.

All three measures passed during the meeting. Council members said they would like follow‑up briefings: staff will invite the Utah County coalition to present its winter response plan and expected use of funds, and public‑works and parks staff will present feasibility estimates for improvements to the newly acquired parcel.
