Hooper council debates Planning Commission appointments, staggered terms as state rule changes tighten deadlines

Hooper City Council members spent the bulk of their Jan. 2 work meeting debating how to fill three open seats on the Planning Commission and whether to change the commission's structure to avoid a large, simultaneous turnover.

The discussion centered on a mayoral recommendation to appoint three nominees immediately, proposals to expand the commission from five to seven members by ordinance, and a plan to stagger terms so no more than two seats come up in a single year. The debate was framed by recent state changes to subdivision review procedures and a Dec. 17 notice from the Department of Workforce Services reminding the city that certain policy adoptions were due by Dec. 31, 2024.
