Roy — The Roy City Council on Jan. 21 approved Ordinance 25-1, a rezoning request that changes the zoning of property at approximately 4796 South 4300 West from RE-20 (residential estates) to R1-7 (single-family residential), a change that will allow the property owner to subdivide the parcel and create additional single-family lots.
Planning staff Brody introduced the item as “Ordinance 25-1” and said the request came from applicant Scott Wynne and had gone through the planning commission’s public hearing process. Brody said the rezone would allow the owner to keep the existing house and subdivide the parcel into two additional lots that would be just under a quarter-acre. He said the R1-7 designation is consistent with properties to the north and south and the request was consistent with the general plan. The planning commission voted to forward the request to council for approval.
During council discussion a member asked whether the rezoning applied to the entire 1.54-acre parcel or only a smaller portion described in the staff exhibit; staff said the entire parcel is part of the rezoning request. Brody also noted the planning commission recommended approval “with the condition that the rezoned area is subdivided” to ensure the zoning change results in an official subdivision rather than remaining a single parcel. The council’s recorded motion and roll-call vote approving the ordinance did not state additional conditions on the record.
A member of the public, Kevin Homer of 5398 South 4000 West, told the council he supported the rezoning. “I think that this little zoning change is something that would be appropriate and should be passed, so I would ask you to do that,” Homer said during public comment.
The council approved the ordinance by roll-call vote, with Council Member Jackson, Council Member Skadden, Council Member Saxton, Council Member Paul and Council Member Wellstone recorded as voting Aye. The motion and recorded vote show the ordinance was approved at the Jan. 21 meeting.
