The council approved a development agreement for the West Saratoga annexation (the 164-acre site) during the Jan. 21 meeting after staff reported the applicant and city had resolved prior wording disagreements.
City counsel noted the agreement follows the city’s standard template but differs from other recent agreements because the applicant is not being granted additional density; rather, the project will use density available under the Development Agreement Plan (DAP) and, overall, the change reduces density in the affected area.
A council member said the acreage involved is substantial and thanked staff and the applicant for a cooperative approach that reduces net density. "If you take 0.3 across all that acreage, that's an amazing accomplishment," a councilmember said during the discussion.
The council moved and approved the item without further amendment.
Why it matters: Annexation and associated development agreements determine land-use patterns and infrastructure responsibilities.
