Commission approves preliminary site plan for IHC Copper Hills clinic in West Jordan

The West Jordan Planning Commission on Jan. 21 unanimously approved a preliminary site plan for a new Intermountain Health clinic at 5557 Highland Loop Road, a site zoned SC-2.
The commission’s 6–0 vote authorizes the site layout, building massing and parking plan for Phase 1; staff recommended approval subject to standard conditions listed in the staff report. The applicant said the one-story clinic will offer family medicine, pediatrics, women's services and behavioral health in the initial phase, with space reserved for future additions.
FFKR Architects’ representative Keith Jensen presented the plan, noting the site is set back from 5600 West but will orient the primary public entrance toward that frontage and provide pedestrian and bicycle access. “Primary exterior finishes… primarily brick with stone accent at the entrance,” Jensen said. He also said a future addition is shown roughly south of the proposed building; “the site does meet the required parking for that first phase, but additional parking will need to be installed as part of that second phase,” staff said.
Paul Stringham of Peterson Development, a previous land owner, spoke in support, saying the clinic will provide daytime traffic that supports nearby retail and deliver a needed health service to the west side of the valley.
Commissioner Gonzales moved to approve the preliminary site plan; Commissioner Allen seconded. The motion carried 6–0.
Staff noted the preliminary approval does not permit construction beyond the Phase 1 program without additional review; future building additions will require updated parking and circulation plans that must meet code before permits are issued.
