During its Jan. 28 meeting the Midwest City Council acted on a package of land-use, demolition and plat matters. Council votes were recorded by voice and most items passed unanimously; formal roll-call tallies were not recorded in the meeting transcript for each item.
Key outcomes
• Dilapidated-structure abatements: The council passed resolutions declaring the structures at 8515 Northeast 16th Street and 1720 North Spencer Road dilapidated, authorizing abatement and demolition if owners or heirs do not act within the statutory notice period. City staff said the owner of the first property is deceased and the site has been the subject of police responses; liens of “just under $6,000” were noted for one structure. Staff described fire damage to the second property.
• Minor plat: MP 0019 (Somerset Park Edition) — Council approved a minor plat dividing one lot at 7105 Hilltop Court into two single-family lots (R-6 zoning). The Planning Commission had recommended approval.
• Rezoning and PUD approvals: The council approved several planning items brought forward after unanimous Planning Commission recommendations (except where noted): - PC 2191 (1021 S. Douglas Blvd): Rezone from R-6 to C-3 (community commercial) to correct a long-standing zoning map discrepancy; approved unanimously. - PC 2192 (4604 Meadowood Drive): Amend comprehensive plan/rezoning from R-6 to a simplified planned-unit development to allow a duplex; approved unanimously. - PC 2195 (10505 SE 15th St): Rezone from R-6 to a PUD governed by an underlying commercial district for office/retail uses; approved unanimously. - PC 2194 (land tract NE quarter of Section 7): PUD to allow medium-density residential development (proposed limit ~96 units across ~9.3 acres); staff reported buffering and building-size minima/maxima in the master design statement; approved unanimously. - PC 2193 (tract in NW quarter Section 8): PUD with mixed commercial and medium-density residential uses — applicant proposed about 12 acres of C-3 commercial and roughly 30 acres yielding about 224 residential units (duplexes and townhomes). Planning Commission recommended approval by a 5–1 vote. Council approved the ordinance; neighbors raised traffic and drainage concerns during the public hearing.
Council and staff discussion
Planning staff, including city planner Matt Summers, explained each application and said required notifications were completed. Several council members asked detailed questions about traffic impacts, buffering and right-of-way for future arterial widenings. City staff said future right-of-way dedication will be addressed as applications move into engineering and site planning.
Public commenters including a nearby resident raised concerns about Westminster Road capacity and back-ups at 29th Street due to regional construction; staff and the city manager said the city is monitoring traffic and coordinating with Oklahoma City and ODOT on planned improvements, including a design-phase study that could evaluate a roundabout at 29th and Westminster.
Several applicants agreed to development constraints recorded in master design statements or the ordinances; one applicant told council that units backing to existing neighborhoods would be single-story while three-story options were proposed farther into the project.
