Planning commission recommends renaming Brush Creek development to Lakeview; approves rezoning, preliminary and final plats

The New Castle Planning and Zoning Commission on Jan. 27 recommended approval of a rezoning and both the preliminary and final plats to match a developer-driven name change from Brush Creek to Lakeview.
Senior planner Kevin Hagbert said the application, filed as R2024-013, reflects a developer-initiated renaming. "This is r2024-dash013, for the renaming of what was known as Brush Creek Planning and Development to Lakeview Planning and Development," Hagbert said. He told commissioners the change was necessary so planning, preliminary plat and final plat documents align for future permitting and record-keeping.
The recommendation matters because inconsistent project names can complicate permit reviews and title records, Hagbert said. He told the commission the change involves only name alignment and a few grammatical edits; staff did not identify material impacts from the renaming.
Commissioners moved and seconded separate recommendations for the rezoning (item 10), the preliminary planned-unit-development plat (item 11) and the final plat (item 12). Each motion passed unanimously.
According to Hagbert, the developer had begun using the Lakeview name after a related project in another jurisdiction used the Brush Creek name first; the Newcastle filings needed to match the name on building permits and plats. Hagbert said the staff report included minor clarifications such as changing "NA" to "not applicable," and that no changes were identified as materially affecting the development.
The commission recorded the actions as recommendations to the city (the transcript records the motions and unanimous votes), and no public speakers opposed the name alignment during the hearing. The agenda item list shows the project is associated with CFH Lakeview LLC and is located near Southeast 16th Street and South Portland Avenue per the application filing.
The commission will forward its recommendations to the city council for final action and record alignment; Hagbert said the change is primarily administrative to prevent future document confusion.
Votes at the meeting on these items were unanimous; no abstentions or recusals were recorded.
