County accepts Carmel Valley traffic-monitoring report; selected segments exceeded flow thresholds during construction

The Board of Supervisors received and accepted the county's 2024 Carmel Valley traffic-monitoring report on Jan. 28.
Public Works Senior Civil Engineer Chad Alenio summarized results from the 13 pre-determined monitoring segments on Carmel Valley Road and nearby corridors. He told the board that “based on the information that we have collected at this time, none of the segments that were monitored exceeded the thresholds identified by the master plan policies” for average daily traffic, but that percent-time-following (a two-lane operational performance metric) exceeded policy thresholds in three two-lane segments (segments 5, 6 and 7) during the October monitoring session.
Staff and the Carmel Valley Road Advisory Committee said those percent-time-following exceedances coincided with county construction work (pavement rehabilitation and associated traffic control) and ongoing frontage and sewer projects in the valley. Public Works said the exceedances reflect congestion and single-lane traffic control in the study area and recommended continued monitoring; the board accepted the report by voice vote.
Supervisor comments noted the importance of continuing the public hearing process through the advisory committee and encouraged Public Works to present the report to the community at future meetings.
