Cole County signs final change order for transload facility and says operator agreement with Capital Logistics is forthcoming

Cole County commissioners approved final change-order documents on Jan. 28 for the Railroad Spur Extension and Transload Facility project and were told an operator agreement with Capital Logistics is expected in coming weeks as the private terminal nears completion.
Public Works staff said Don Schneiders Excavating Company completed the project and that the final change order accounted for increased embankment and rock-fill base and reduced quantities in other items. The recorded total cost of the Transload Facility was $1,100,937.99 as presented to the commission.
Commissioners were told staff have been operating the facility under a memorandum of understanding and will present a proposed operator agreement with Capital Logistics in the next few weeks. Staff said the private operator is also completing an oil terminal and that rail cars are expected to arrive in March (initially planned for late February). The county indicated plans to coordinate a ribbon-cutting when operations begin.
A motion to approve and sign the change order/closeout documents was made and carried.
