Madison County supervisors approve road reallocation, engineering contracts, grants and other routine business; board awards $24,000 to state wildlife for ADA-­

Madison County supervisors on Dec. 16 approved a package of routine and project-level actions, including reallocating road bond funds, contracting for stormwater work, approving final plats, acknowledging year-end financial statements and committing up to $24,000 to the state Department of Wildlife, Fisheries and Parks for equipment to help disabled hunters.

The actions were largely approved by voice vote during the board's regular meeting. The supervisors moved funds within the county's road bond program to prioritize repairs on specific roads, authorized a stormwater engineering contract for the county's MPDES permit work, approved final plats and took several finance and purchasing steps needed before year-end.

County staff recommended the payment be made directly to the state agency (rather than its foundation) under statutory authority that permits county funds for recreational facilities; the board asked staff to return with a contract or agreement for the record.

- Finance and procurement: The board acknowledged the FY2023 financial statements, approved an engagement with BMFW Group (auditor) to prepare financial statements, authorized advertising to purchase trees under a USDA IRA grant award of $300,000, and approved reengaging Capital Resources as the county's lobbyist (three-year engagement aligning with the supervisors' term; prior annual fee continued at $8,000).

- Claims and payroll: The board approved the general claims docket and payroll docket. Supervisors noted a large broadband-related claim in the docket tied to Comcast/broadband work in the county's northern area; the transcript referenced roughly $4.8 million in broadband-related invoices included on the claims docket for payment processing.

How decisions will be implemented: Several approvals will be followed by administrative steps: contracts must be signed by the board president, procurement processes and advertising will proceed under purchasing rules, and sites tied to development approvals must submit site plans and letters of credit before construction. The wildlife donation will be formalized by a contract or resolution and reviewed by county administration before funds are released.

Tim Bryant, county engineer, described road-condition differences that justified the reallocation of bond funds and noted that work on some dirt roads is seasonally constrained.
