Moffat County adopts $142 million 2025 budget; Memorial Hospital accounts for majority

The Moffat County Board of County Commissioners adopted the county’s final 2025 budget on Tuesday after a public hearing and a presentation by Finance Director Kathy Nelson.
Nelson said the budget document is compiled from figures submitted by elected officials, department heads and boards and is balanced “as required by Colorado law CRS 29-1-1032.” She told commissioners the total 2025 budget is approximately $142,000,729,381 and that the Memorial Hospital is the county’s largest component unit, representing the bulk of the total budget.
Nelson said the county’s 2025 non-hospital budget (the portion outside the Memorial Hospital component) is about $57,326,586 and that the overall increase from 2024 is roughly 10.03–10.34 percent, driven largely by capital projects and a countywide 3% cost-of-living adjustment. She said the budget assumes 197.13 full-time-equivalent positions and that personnel expenses were budgeted with all positions at "Step 6" to avoid future shortfalls as employees advance.
The board held a public hearing; no members of the public spoke during the record as presented. After the hearing, a commissioner moved to approve a package of related resolutions as one motion. The package included: appointment of a budget officer authorized to certify tax levies (Resolution 2024-128); a separate resolution listed as 2024-129; distribution of sales tax (reference to 2021-137 in the record); adoption of the 2025 budget (2024-130); appropriation of sums of money (2024-131); and the setting of mill levies (2024-132). The motion passed on a voice vote.
Nelson noted a roughly $4 million capital expense included in the 2025 budget that had been treated as a supplemental in the prior year. She said fund balances were used for part of the budget and that hospital budgeting follows separate statutory rules; she cited Colorado Revised Statutes CRS 25-3-304 when describing the Memorial Hospital as a legally separate entity whose budget is included as a component unit.
The board did not record a roll-call vote naming each commissioner in the transcript. Commissioners discussed timing of budget amendments and noted state deadlines require initial adoption with the option to amend at a later meeting.
