The Huerfano County Board of Commissioners approved an additional‑use land‑use permit and a certificate of designation to allow a wood‑burial operation — described by staff as part of a carbon‑credit offset program — on a roughly 17‑acre portion of a parcel at County Road 351.
County planning staff said the project would bury untreated wood in phased operations, each phase covering about two acres to a depth not to exceed 20 feet, with monitoring for carbon and methane emissions. Staff presented an operations plan, a state approval package and a financial post‑closure plan submitted in lieu of an up‑front performance bond. The package included an environmental covenant and habitat/weed‑management requirements. Staff told commissioners the certificate of designation is a state‑level approval and that the county’s final conditions must be satisfied before the carbon‑offset operation becomes active.
The board approved the permit subject to conditions that include annual inspections for weed mitigation, a performance bond or accepted financial assurance for reclamation and weed management per phase, and final approval of easement language and the environmental covenant by the county attorney. The board also authorized the county administrator and staff to finalize language and make minor edits to the conditions as needed and present a finalized set of documents the following week.
Commissioners discussed the financial assurance options; staff noted the applicant provided a post‑closure financial plan and the county attorney reviewed the submission but commissioners retained the option to require a conventional bond. The board approved the motion as amended to authorize staff to finalize technical edits and return with documents for finalization.
