Douglas County commissioners approved two related actions for Sterling Ranch: the three-party subdivision improvements agreement/intergovernmental agreement (SIA IGA) that secures required public improvements, and the final plat for Filing 7B.
Staff and the applicant presented the proposal as a final plat within the approved Sterling Ranch planned development and part of Preliminary Plan 7. Brett Thomas (Plan Services) and Susan Beckman (entitlement director, Sterling Ranch Development Company) told the board Filing 7B sits in northwest Douglas County and proposes 147 residential lots, two superblock lots intended for future nonresidential development, 14 tracts (open-space/tracts), and associated public and private roads on approximately 43.38 acres. The design was described as consistent with the approved preliminary plan and Sterling Ranch commitments; staff said all required engineering and technical studies had been reviewed and signed by county engineering, South Metro Fire, Dominion Water and Sanitation District, and the Sterling Ranch Community Authority Board.
Why it matters: Filing 7B advances buildout in an existing master-planned community where the county previously approved the planned development and preliminary plan. Approval allows recording of the final plat and execution of the SIA IGA to secure construction and dedication obligations required before or at plat recordation.
Conditions and key compliance items: Staff recommended, and the board approved, the final plat subject to ten conditions (the motion referenced ten conditions in the staff report and a supplemental memo dated Jan. 21, 2025). Key conditions include: - Payment to the Douglas County School District: the staff report requires a capital mitigation payment of $1,500 per single-family dwelling unit prior to recordation and $750 per unit prior to site improvement plan approval for multi-family units (as described in the staff report). (The motion and conditions are recorded in the county packet.) - Payment to Douglas County for state-highway improvement cost sharing per the Sterling Ranch PD commitments prior to recordation. - Inclusion of property within one or more Sterling Ranch metropolitan districts prior to recordation. - Private telecommunications easements and technical corrections to the plat to the county's satisfaction prior to recordation. - Wildlife mitigation conditions including Division of Wildlife literature provided to prospective homeowners and a Burrowing Owl survey for earthmoving conducted between March 15 and Oct. 31 if work occurs in that season. - Condition 10 (supplemental): prior to recordation, the applicant must coordinate with Xcel Energy to revise a plat note (note 20) to the satisfaction of Douglas County.
Board action: Commissioner [mover name not specified] moved to approve the SIA IGA; another commissioner seconded. The board voted in favor by voice vote and Chair announced the motion passed 3–0. Commissioners then moved and seconded approval of the final plat for Filing 7B with the ten conditions; that motion also passed by voice vote (3–0).
Applicant comments and project context: Susan Beckman reviewed Sterling Ranch buildout metrics: Sterling Ranch is a large master-planned community located in northwest Douglas County with a mix of housing types, roughly 2,571 occupied homes (as stated in the presentation) and a mix of single-family and multifamily products; Sterling Ranch provided letters of service and committed water allocation information from Dominion and the Sterling Ranch Community Authority Board. The filing includes approximately 11 acres of open space and connects to regional parkland and trail networks.
Follow-up: With approvals recorded, staff and the applicant will complete required technical corrections and satisfy conditions prior to final plat recordation and construction permits. The SIA IGA secures required improvements and financing commitments for roads, sidewalks, drainage, water and sewer, and related public infrastructure.
Provenance: The staff presentation and the applicant presentation and the two recorded motions are contained in the county's land use meeting packet for Item 2b and 2c (Sterling Ranch Filing 7B SIA IGA and Final Plat).
