TCEQ to publish draft TMDLs and implementation plans for bacterial indicator impairments; public comment solicited

The Texas Commission on Environmental Quality on Nov. 19 approved publication and solicitation of public comment for multiple draft total maximum daily loads (TMDLs) addressing indicator bacteria in several Texas watersheds and a draft implementation plan for the Corpus Christi region.

Items approved for public comment included five draft TMDLs for indicator bacteria in the Mustang, Persimmon and New Bayou watersheds (Brazoria and Fort Bend Counties); one draft TMDL for indicator bacteria in Ponish Park (Nueces County); and a draft implementation plan covering seven TMDLs in the Corpus Christi region (Nueces County). TCEQ staff said development of the documents included active public participation and stakeholder groups coordinated with regional planning partners (Houston‑Galveston Area Council and Texas A&M University‑Corpus Christi).

Staff and OPIC said outreach included public meetings, plain‑language summaries and notices in English and Spanish; staff requested authority to make non‑substantive clerical edits prior to public notice. Commissioners thanked stakeholders and staff for the collaborative process and approved releasing the documents for public comment.

Why it matters: TMDLs and implementation plans define pollutant load reductions and actions to restore water bodies that do not meet water quality standards; public comment is an opportunity for local stakeholders to review and influence implementation strategies.
