Staff says regional Trail 757 partnership improves prospects for College Woods Circuit connection

City staff told the Planning Commission that renewed regional strategy and HRPDC direction are improving the likelihood of connecting the Capital Trail through Williamsburg via Trail 757 and the College Woods Circuit.
Andrew Trivette described a change in grant reviewer preferences: rather than funding disjointed small segments, reviewers are encouraging applications that demonstrate a connected route from end to end. “They want to see that it’s all going to connect,” Trivette said, and he credited the Hampton Roads Planning District Commission with refocusing regional applications to show continuity.
The city has developed a “fairly decent plan” for routing a connected trail once inside Williamsburg, Trivette said, and public works staff are exploring low-cost striping and on‑street adjustments that could accommodate a shared-use path without major capital expense. He singled out the Jamestown Road corridor and the broader desire to route Trail 757 through the city as ongoing priorities.
Commissioners asked about Jamestown Road design tradeoffs and whether narrowing the travelway would enable a multiuse path to College Corner. Trivette said his analysis shows a narrowed cross section could fit the entire corridor without changing right-of-way in many locations and that the city will present options to council when designs are ready.
No formal decision was made; staff said the project will be brought forward to council for further policy direction and funding as designs and grant opportunities mature.
