Board approves Creel rezoning near Chadwick Acres Road; property to change from R-8MS to RA

The Onslow County Board of Commissioners unanimously approved a rezoning request for a property off Chadwick Acres Road in the Stump Sound Township on Dec. 2, changing the parcel from Residential-8 Manufactured (R-8MS) to Rural Agriculture (RA).
Planning and Development Director Carter Metcalf presented the item, identified on the county docket as PUREZ 2024-20, saying the subject parcel (tax map 773-101) is approximately 0.97 acres, currently vacant and located near existing RA zoning. Metcalf told commissioners the property has access to a 2-inch Onslow Water and Sewer Authority (ONWASA) water line along Henderson Court and an 8-inch ONWASA water main along Chadwick Acres Road; a 6-inch ONWASA sewer force main is also adjacent to Chadwick Acres Road. Staff noted Dixon Elementary and Dixon Middle School have capacity while Dixon High School is over capacity.
Metcalf said RA zoning is consistent with the county’s Horizon 2040 comprehensive plan designation for Waterside Community and observed nearby parcels include a mix of R-8MS, R-15, R-20 and RA zoning. The Planning Board considered the request on Nov. 7 and voted unanimously to recommend approval. The applicant, Richard Creel, told the board he intends to rehabilitate the existing structure and clean up the property and that the current zoning restricts his options.
After a public hearing with no speakers other than the applicant, a commissioner moved to approve the rezoning. A voice vote followed with all voting "aye" and the chairman declared the motion carried.
Why it matters: the change increases the minimum lot size for the parcel (RA minimum lot size is 20,000 square feet versus R-8MS at 8,000 square feet) and signals staff and the board are using the Horizon 2040 future land use guidance when evaluating rezoning requests.
Planning staff recommended the board adopt a statement of consistency with the comprehensive plan and authorize the chairman to sign documents necessary to effect the zoning map amendment.
